    You have done well creating the present site.
    Its present form is not in the usual WordPress form, which may give you some challenges. What I suggest is that you transition+develop your site in a few stages. This will present you will numerous challenges, considerable learning of many wordpress techniques. If you do this in steps (even baby steps) I am sure you will manage this given the skills your present website displays.
    – First choose a theme that essentially provides the overall layout you have, a top banner region, a header with horizontal menu, full width content, footer. Whichever theme you start with, use it as a parent and customise it using the child theme mechanism. Never mind the colours or sizes/proportions, you will cutomise this with your css.
    – Reproduce each of your present regions as its own page, so have a separate page for each of home/service/portfolio/contact, get each of them working and looking right.
    – Now develop in your child theme a custom page template for your homepage, in it combine all of the elements of your working pages, use a shortcode to incorporate the contact form plugin.
