Weird WordPress bug. Please help, by audacity45

I have installed WordPress on a cpanel account. The problem is that the php settings don’t change when I change the setting from cpanel. I tried changing my php version many times but its stuck at 5.5. All other php settings like max file upload size and execution limit are reset to default. Changing them from htaccess doesn’t work as that gives a server error. Only way to change that work is by using plugin. I used max upload size plugin to increase the max allowed upload size. Can anyone please tell me what’s could be causing the issue. I’m fairly new to programming so don’t know much. Could this be a hosting issue?
