Use of undefined constant WP_CONTENT_FOLDER, by gjgerv

I had to take over a web site for a club member that recently passed away. He installed a lot of security and redirects on the site. Word press is located in a separate sub directory (wp-4.8.1). wp-config.php, .HTaccess and WP-contend sub is under this directory. The file that is giving me the error is also in thus WP sub directory. Not sure why htaccess is not in the root directory or how it knows to look for the files in the wp-4.8.1 sub directory.
Since it knows to look for files in wp-4.8.1 sub why can’t it find the WP_Content_Folder.

    Use of undefined constant WP_CONTENT_FOLDER
