There isn’t really a difference. The memory limit is part of PHP. WordPress has a constant, WP_MEMORY_LIMIT for setting the memory limit, but under the hood it just calls ini_set(), the core PHP function for modifying the PHP configuration. This would overwrite PHP’s memory limit, but some hosts might disable the ability to do that.

There’s also WP_MAX_MEMORY_LIMIT. It’s sort of a misnomer, because what it really is is the memory limit for the admin area. It works the same way as WP_MEMORY_LIMIT, but just for the admin.

Both of the constants can be used for setting a different limit just for WordPress, and not other applications that might be running on the same server. But ultimately you’re still just dealing with PHP’s memory limit functionality.
