    The message is not dangerous, it’s a message – probably added by your theme – that will appear if a user is using an old version of IE telling them to upgrade. The link is safe. It also wouldn’t have anything to do with your cPanel limits or slideshow issues.

    Your slideshow appears to rely on the “Owl Carousel” script, but I can’t see that it’s being loaded anywhere (it’s not failing, it your site doesn’t appear to be even trying to load it). If the slideshow functionality comes from your theme you’ll need to check with its author, otherwise you’ll need to check with the author of any slideshow plugins you have.

    The cPanel limits warning could mean that you’re exceeding your allowed bandwidth or disk space. It’s perfectly possible for both to happen legitimately, but you’ll need to talk to your host for specifics.
