You can use a Q&A plugin like CM Ansers, but the payment feature (pay to ask question, pay to read answer, or both) requires a paid addon.

Alternatively, you could use a form plugin (eg Gravity Forms) and with a payment add-on for submitting the form.

I personally feel WooCommerse is too much for this, unless you’re already using it for something else on the site.
