    Does this not indicate that I did have a wordpress.org account?

    No.

    I simply indicates somebody requested a password reset at your site. It has nothing to do with WordPress.org.

    In WordPress, there is more than one way to set your password. In normal circumstances, you can do it through the WordPress interface. If you forget your password, WordPress has a built in recovery mechanism that uses email.

    Please note WordPress.org does not provide hosting for sites, it provides the software for other people to use their own sites on their own hosts.

    Your reply suggets you already have your own hosting provider.

    In cases of theft, abuse, harassment, or other such behavior, your best recourse is to contact the web host directly.
