After importing the database properly, is WordPress still acting like a fresh installation on the new hosting provider? If so, the database connection details in the wp-config.php file may not be correct: https://codex.wordpress.org/Editing_wp-config.php#Set_Database_Name

Double-check all of those, including the table prefix: https://codex.wordpress.org/Editing_wp-config.php#table_prefix

If you’d rather just import the content and not bother with the database, you’ll need to momentarily direct the domain back to your first hosting provider. Once you’re sure it’s there, export your content from Tools > Export in the site’s Dashboard. Then, direct the domain to the new hosting provider, and once you’re sure it’s there, import that file from Tools > Import > WordPress in the site’s Dashboard. (you already brought over the photos with the files, and this will bring over the content)
