If you can’t access the database, you can’t login to WordPress — that’s not the issue here — so let’s focus on the database first.

I know nothing about Azure, but use that portal to verify that the database is there. Create a new user (with a new password) and assign that user to the database *with all privileges*. Then, either via the portal or via FTP, edit your wp-config.php file to replace the current user/password pair with the new one.
