I’ve no idea what that theme does. What you can do however, is query for posts in a certain date range, ordered by category. Within the loop, code detects when the category changes and outputs whatever category header is needed. The drawback is you cannot arbitrarily get exactly n posts per category. Some will have many posts, another may have none. In order to get n posts in each category, you would need several queries, or an elaborate custom SQL with sub-queries. Even if a random number of posts per category is acceptable, you cannot use WP_Query directly to order by category, there is no such option defined. If you want to order by category ID, the resulting SQL generated by WP_Query could be modified through a filter like “posts_orderby”. Ordering by category name gets even more complicated.
