Problems with encoding URLs with special characters, by andymiller

I’ve been having some problems with URLs from Wikipedia that contain special characters. As I understand it utf8 uri encode function should translate the URL using the Unicode values.

I’ve had some problems with URLs from Wikipedia where the version after processing by WordPress doesn’t work.

For two of the links there seems to be a problem with the Slovenian ‘š’ character (sorry, I don’t know what it’s called).

I have percent-encoded the links to the Wikipedia pages

    <a href="https://en.wikipedia.org/wiki/Vršič_PassVr%C5%A1i%C4%8D_Pass">https://en.wikipedia.org/wiki/Vršič_Pass</a>

    turns into

    <a href="https://en.wikipedia.org/wiki/Kacen%C5%A1tajn_Castle">https://en.wikipedia.org/wiki/Kacenštajn Castle</a>

    turns into

The third one is the handling of some sort of dash.

    <a href="https://en.wikipedia.org/wiki/Leonardo_da_Vinci%E2%80%93Fiumicino_Airport"> https://en.wikipedia.org/wiki/Leonardo_da_Vinci–Fiumicino_Airport</a>

Is this a bug or is it something I have misunderstood?
