Media Library empty and cannot upload images, logos, etc., by Kookidooki

Since the latest update to WP 4.9 the Media Library stops working: users cannot upload images, avatars, etc. and the Media Library is showing a blank page; no thumbnails are visible. But… when we check the upload-files in cpanel we can still see the previous uploaded images.
When we try to upload an image: it’s showing an error that image couldn’t be uploaded.

=> The Media Library is not showing the thumbnails of (previous) uploaded images and uploading images produce an upload error.

This has never happened before (!).

We’ve tried to de-activate all plugins, caches, etc and re-installed theme Seventeen but to no avail. There must be a WP-core problem.

Need help and a fix asap.
