Fatal error: Call to undefined function wp_enqueue_editor(), by tiendongle

I’m having trouble with accessing the Theme > Customize section of my site.
I’m getting a Fatal error: Call to undefined function wp_enqueue_editor() in /wp-includes/widgets/class-wp-widget-text.php on line 326

This has happened after updating the site to version WordPress v4.8.2

If I comment out the line wp_enqueue_editor() in the class-wp-widget-text.php page, this resolves the issue.

I have also tried these steps to resolve the issue without commenting out the line above:
    – Uninstalled all plugins
    – Uninstalled Custom Theme & Apply a WordPress default theme (TwentySeventeen)
    – Comment out all custom functions in functions.php

None of those steps resolves the issue.
My only resolution is is in commenting out that line, but does not seem like a good idea to modify the core files.

Fatal error: Call to undefined function wp_enqueue_editor()
