Code Editor Fails on vanilla install, by studio1337

I’ve seen a bunch of complaints about the new code editors refusing to save edits, and displaying the following message:

“Unable to communicate back with site to check for fatal errors, so the PHP change was reverted.”

Every topic I read seemed to indicate that the issue was plug-in compatibility. However, I’m seeing this on a vanilla install, with no plug-ins installed (not even Hello Dolly or Akismet).

We have a handful of existing sites which we’ve upgraded to 4.9.x, and the editors work fine (well, they overstep IMO, but they’re functioning as expected, not desired), but on this one new site without anything – not even a new page or post loaded – the editor fails.

Are existing bug reports addressing this, or am I looking at something new and different here?
