how to make bootstrap 4 carousel work in wordpress

hello guys
i am trying to build a custom theme from a bootstrap 4 html file. The html version of the site contains a carousel but it does not work when i export the index.html to index.php even though other css work.

my second problem is
that i used bootstrap card class to create the services area. But when i export the index.html to to index.php, the images don't show.
i attach two images to help explain my problem. the first one is the html and the second one is after i add the code to the index.php
